Private market investing has been on the rise in the UK, at least up until the Trussonomics debacle and a new period of sustained higher interest rates, surging inflation and budget austerity. Illiquidity and other risk factors mean that private equity investments in particular are considered more stable for open DB schemes, notably the LGPS, while private debt investments have played an important role in many corporate DB schemes. In the DC world, the adoption of illiquid investments has presented a serious challenge, driven mainly by the charge cap, the need for daily dealing on DC platforms, and intense cost competition among providers.

However, there are signs of change, driven by the strong need to increase investment performance to swell retirement savings combined with the government’s levelling up agenda. Private market specialists will have the opportunity to make the case for these investments across the pensions industry. Expect a candid and highly interactive debate, with delegates encouraged to engage proactively throughout.

Private market investments tend to be significantly less liquid than listed securities, in addition to being more complex, highly research-intensive, requiring far greater due-diligence and naturally attracting higher management fees.

An expert panel will debate whether there is a demonstrable illiquidity premium in private investments which offsets these various hurdles, whether it has been sustained over time, and how it is exhibited among the various types of private investments. Also for consideration are the nearer term consequences of rising rates and rebalancing constraints caused by private markets having outperformed most other investments. The panel will address the critical question of convincing trustees and scheme boards of the merits of private investing opportunities.

Dc pensions are the fastest growing sector in the industry, a trend which will persist for the indefinite future. Largely based on a retail investment model, and subject to distinct regulation, and risk borne by members, DC governance and investment approaches present marked differences from other types of pension schemes.

The Strategic Advisor to Cushon, a Master Trust, will discuss the successful implementation of an illiquid investment programme within their default strategies amid the many complexities involved: the annual charge gap, daily dealing and price competition between pension providers among them. He will explain how significant barriers were overcome, and the expected improvement overall in investment performance generated by the private markets allocation.

In addition to his role at M&G, Mark is a Member of the Independence Governance Committee at Zurich Insurance; Executive Chairman of the UBS (UK) Pension & Life Assurance Scheme Investment Committee; and a Member of the Investment & Funding and DC Committees at Lloyds Banking Group Pensions. He was previously the Chief Investment Officer of HSBC Bank Pension Trust (UK) Limited, who he joined in 2011.

Prior to this, he held a number of senior investment roles at Prudential/M&G. These included UK Equity Fund Manager, Head of Equity Research, Director of Collective Investments, and Investment & Strategy Director for Prudential Europe. 

Jamie Broderick

Jamie Broderick is Deputy Chair of the Impact Investing Institute, an independent, non-profit UK organisation that aims to accelerate the growth and improve the effectiveness of the impact investing market.  The Institute is supported by the UK’s Government Inclusive Economy Unit, the City of London Corporation, and a number of financial services organisations in the UK.

Jamie was head of UBS Wealth Management in the UK from 2013-2017. Jamie joined UBS after nineteen years at J.P. Morgan Asset Management, latterly as Chief Executive of its European operations. He joined J.P. Morgan in New York in 1993 and moved to London in 1996. He started his financial services career at Wellington Management Company, an independent asset management partnership in Boston.

He studied Arabic Linguistics and Near Eastern Languages and Civilizations at Harvard College and continued those studies in a Ph.D. program at the University of Chicago.

Rachel Brougham

Rachel Brougham has worked in the pensions industry for more than 30 years. She joined BESTrustees in 2014 and currently works with a number of clients, covering both defined benefit and defined contribution schemes.

Since joining BESTrustees, Rachel’s appointments have included two master trust boards and two Independent Governance Committees of major UK pension providers, and the chairmanship of a number of defined benefit schemes. Her experience includes the development of the trustee boards, their structures and processes, including committees and appropriate reporting, and the development of robust risk management frameworks.

Rachel is used to working with and managing a number of advisers on any one scheme, expecting a collaborative and respectful working relationship between them. She is also used to working with in-house teams, ensuring that the trustee board receives the support it needs in carrying out its duties. Working with the schemes’ advisers, she has implemented TPR’s integrated risk management (IRM) approach to funding, investment and covenant work in her DB schemes to good effect, and is used to working with an overseas parent.

Rachel spent most of her career at Mercer providing actuarial, benefit, governance and DC consulting advice to clients. She remains an Associate Member of the Institute and Faculty of Actuaries.

Trevor Castledine

Trevor is a Managing Director in bfinance’s private markets team, responsible for the research and manager selection functions across private debt, including Corporate Direct Lending, Real Estate debt and other niche or opportunistic strategies.

Before joining bfinance, Trevor was Deputy CIO and the Credit Strategy Investment Director at the UK LGPS pooling entity LPPI, having previously been Deputy CIO at Lancashire County Pension Fund (LCPF).  As a pension fund investor, he had broad responsibility for alternative asset allocations which covered all private market strategies.

Whilst at LCPF, Trevor oversaw significant changes in portfolio strategy which included the creation of a ground-breaking £1.5bn allocation to alternative credit and was recognised by numerous industry awards including the Institutional Investor European peer-to-peer award for ‘Best use of Private Markets’.  PDI magazine named him as one of the 30 global most influential investors in private debt and his opinions continue to be widely referenced in industry media.

Prior to moving into pension fund investment, Trevor was Managing Director and Head of Financial Products at RBS.  He is a Fellow of the Institute of Chartered Accountants and holds an MA from Cambridge University.  In addition to his work for bfinance, he acts as independent advisor to South Yorkshire Pensions Authority.

Andy Cheseldine

Andy joined Capital Cranfield Trustees in 2017. Before joining Capital Cranfield, Andy acted as adviser to trustees and employers at Watson Wyatt, Hewitt Bacon & Woodrow and latterly as a partner at LCP.

In 2017, he was appointed as Chair of Trustees to the Smart Pension Master Trust followed by The Lewis Workplace Pension Trust, followed by BOC RSP, The Yorkshire & Clydesdale Bank DC Scheme and Mizuho International DB Scheme. He also acts as co-Trustee for HSBC’s master trust and the PMI DB scheme.

He was elected to the DC Council of the PLSA between 2013 and 2018 and now chairs the Pension Quality Mark Standards Committee and the Small Pots Coordination Group as well as sitting on the DC Asset Security Working Group and PASA’s DC Governance Group.

Debbie Fielder

Debbie is the Deputy Head of the Clwyd Pension Fund, a £2.4bn Local Government Pension Scheme and a member of the Wales Pension Partnership (WPP).  

She represents The Clwyd Fund on both Private Markets and Responsible Investment working groups within the WPP and represents the WPP on the Responsible Investment Cross Pool Group and also the Scheme Advisory Board Responsible Investment Advisory Group. 

The Clwyd Fund has investments with many Private Market managers and Debbie is a member on several of those investments Advisory Boards. 

Debbie has also recently been appointed as a Non-Executive Director for Pensions For Purpose. 

In her spare time, Debbie enjoys taking her dogs and grandchildren away camping and caravanning.

James Livingston

James joined Foresight in 2007 and currently works as a Partner in the London office. He has over 15 years’ experience. James is responsible for originating, negotiating and managing growth and buyout investments in a variety of sectors, as well as supporting the wider team.

Prior to Foresight, James worked at Deloitte as a Strategy Consultant where he advised businesses in the healthcare and technology sectors. He has also been a professional athlete, rowing for Great Britain and winning a silver medal at the 2003 Rowing World Championships.

James holds an MA in Natural Sciences and Management Studies from Cambridge University as well as the CIMA Advanced Diploma in Management Accounting.

Ian McKinlay

Ian is a highly experienced pensions investment executive. Most recently, he has been the Chief Investment Officer at Lloyds Banking Group Pensions, overseeing some £40 billion of assets across both DB and DC sections. He joined Lloyds from Aviva, where he carried out a similar role. Prior to that, he was the CIO of the Pension Protection Fund. Ian is also a member of the actuarial profession’s Finance and Investment Board, while also being Chairman of EPFIF’s Pension Fund Investment Advisory Committee.

Edward joined Alpha Real Capital in April 2021 as Chief Investment Officer and Head of Sustainability. In this role, he chairs the Investment Committee, oversees the investment process and fund performance, and leads ESG integration across the group.

Edward has over 25 years’ financial services and investment management experience covering investment management, insurance and investment banking. Prior to joining Alpha Real Capital he spent 14 years at MetLife where he was Chief Investment Officer, EMEA, overseeing approximately £10 billion equivalent of AUM across public and private credit, infrastructure, and real estate. Prior to becoming CIO, he was Managing Director and Head of Credit having previously undertaken roles in portfolio management and credit research. Earlier in his career, Ed spent two years as a Senior Analyst at Moody’s Investors Service, having started his career at Barclays Investment Bank where he worked in IBD and debt advisory.

Edward holds a B.A. in European Studies from the University of Manchester.

Karen Shackleton

Karen has worked in the finance sector for over 30 years. As well as being Founder of Pensions for Purpose, she is Deputy Chair of the Strategic Investment Board for the Ministry of Justice and a non-executive director and Chair of the Board of Resonance Ltd, a social impact investment company. She sits on the Advisory Council of the Impact Investing Institute.

Karen also provides independent investment advice to the London Boroughs of Islington, Camden and Hounslow through MJ Hudson. She was the Chief Executive/Managing Director of Allenbridge Epic Investment Advisers from 2010 to 2013. Prior to that, she had ten years’ experience as a fund manager and director for County NatWest and BZW Investment Management (now BlackRock).

Padmesh Shukla

Transport for London (TFL) Pension fund

Padmesh Shukla is the Chief Investment Officer of Transport for London’s £14 billion Pension Fund, where he has delivered major changes from diversifying the Fund’s bond and equities portfolio to building its over £5 billion alternatives programme, with non-UK assets making up close to 80% of the Fund. He has also lead the Fund’s sustainability and engagement strategy, which lead to the Fund announcing a very ambitious Net Zero and “ESG tilted” investment targets late last year.

Emerging markets and climate change are of particular interest to him, having previously worked at the World Bank and the Centre for International Development. He went to Harvard University on full scholarship for his Masters in International Economics and Development (major in Finance) and has a Bachelors in Civil Engineering. He sits on the UK CFA Asset Owner Council and several boards and is involved in multiple research and policy initiatives.

Bola Tobun

Bola joined Enfield as a Finance Manager (Pension & Treasury) overseeing and directing the management of the council’s pension investment strategy of £1.5bn assets and treasury strategy of some £50m of investment portfolio and over £900m of borrowing portfolio. 

Previously Bola was responsible for directing and overseeing the management of £1.7bn assets of Tower Hamlets Pension Fund. Prior to joining Tower Hamlets, she worked in a similar role for over 7 years with London Borough of Lewisham Pension Fund before moving on in 2007 to oversee a private corporate pension fund, Trafalgar House Pension Trust with over 40 fund managers with investments in different asset class such as hedge funds, liability matching investments, swaps, CLOs, infrastructure, property, private equity, etc. for almost 3 years. 

Bola has gained first-hand experience on a wide range of activities, such as creating and enhancing external relationships with key stakeholders, project management, procurement, performance measurements & monitoring, cash flow management, funding gap management, investment portfolio restructuring, managers’ selection, asset allocation, managing the valuation of swaps legs and collateral managements. 

Bola is a frequent participant on the local government conference circuit, she is currently the chair of London Treasury Officers Forum (LTOF). Bola holds a degree in chemical engineering and an associate member of chartered institute of management accountant (ACMA CGMA). 

Paul Wales

Paul is the Head of Investments for the £8bn British Steel Pension Scheme and oversees strategy and day to day management of their outsourced investment arrangements.

Prior to that, he was responsible for pension asset management globally for Japan Tobacco International based in Switzerland. Paul has also worked as a fund of hedge funds manager and in his early career was an investment consultant at Bacon & Woodrow (now part of AON) and Mercer.

Paul has professional experience of building a private markets investment program from scratch and also managing an exit from private investments.

Paul is a Fellow of the Institute of Actuaries, holds the CFA certificate in ESG investing and has a degree in Physics from Cambridge University.

Mike Weston

Mike was appointed Chief Executive Officer of LGPS Central Ltd. in March 2019. He was previously Chief Executive of the Pensions Infrastructure Platform (PiP). Mike had been Chief Investment Officer for the DMGT pension schemes and worked as an Investment Director in the City managing institutional equity portfolios at asset management firms such as Hermes and Merrill Lynch Investment Managers.

In 2013, Mike was appointed as an Independent Trustee of the Institute of Cancer Research Pension Scheme. He has also served as a Non-Executive Director of the NAPF and as Vice Chair of its Defined Benefit Council.

Mike holds an MBA from Cranfield School of Management and graduated from Cambridge University with an MA in Natural Sciences.
